Ukraine topped the list of recipients of German defense exports for a second consecutive year, followed by Norway and Sweden, Germany’s Scandinavian NATO allies, an official report published Friday revealed.
According to the economy ministry, German arms exports to Ukraine totaled around €2 billion ($2.3 billion), highlighting Germany’s central role in supporting Kyiv’s war effort against Russia.
Norway and Sweden ranked next among German arms customers, reflecting their heightened security concerns stemming from their geographic closeness to Russia.
Norway, a NATO founding member, purchased approximately €1.3 billion ($1.5 billion) worth of German military equipment in 2025.
Sweden, which joined NATO in March 2024 after seeking membership in the wake of Russia’s full-scale invasion of Ukraine, bought close to €1 billion ($1.1 billion) in German arms.
Finland, despite joining NATO in 2023 for similar reasons, did not appear among Germany’s top ten arms export markets last year.
