ST Engineering has marked a key milestone in Singapore’s naval modernization program with the keel-laying ceremony of the Republic of Singapore Navy’s second Victoria-class Multi-Role Combat Vessel (MRCV). The ship, to be named RSS Valour (89), entered construction in April 2025, further advancing the city-state’s next-generation surface combatant fleet.
The Victoria-class MRCV program is designed to deliver up to six advanced warships, combining the traditional combat power of a frigate with the role of an unmanned systems mothership. According to ST Engineering, the vessels will represent the largest and most technologically advanced naval hulls ever operated by Singapore, reflecting the navy’s evolving operational requirements.
The contract for the MRCV program was announced in March 2023, with the lead ship RSS Victory (88) launched in October 2025. Construction of the fleet is progressing at various stages at ST Engineering’s Jurong shipyard, with deliveries to the Republic of Singapore Navy expected to begin in 2028.
Measuring 150 meters in length with a 21-meter beam, the Victoria-class MRCV will be armed with anti-ship, anti-air, and anti-submarine missiles, supported by a 76mm naval gun and a 30mm remote weapon system. The vessel will feature a flight deck, hangar, advanced radar suites, and accommodation for up to 100 sailors. Powered by a full-electric propulsion system, it is expected to exceed 20 knots in speed and achieve a range of 7,000 nautical miles, enhancing Singapore’s regional maritime reach.
