A new peace plan was signed in Qatar between the DRC government and the M23 militia, part of an international effort to reduce fighting in eastern Congo. Qatar, the U.S., and the African Union have spent months mediating between the parties as violence continues in mineral-rich regions where M23 controls key urban centers. Earlier deals—including one in July—have repeatedly collapsed amid mutual accusations of ceasefire violations. The latest Doha Framework includes eight chapters exploring the underlying causes of the conflict, which will be negotiated at a later stage. According to M23’s delegate Benjamin Mbonimpa, the agreement is not legally binding and is unlikely to affect the battlefield situation immediately.
