A German unmanned systems manufacturer and a Ukrainian defense technology start-up have announced the formation of a joint venture to mass-produce drones for the Ukrainian Armed Forces. The partnership comes as demand for unmanned aerial vehicles continues to surge following Russia’s full-scale invasion of Ukraine in 2022, which has made drones a central element of modern battlefield operations.

The joint venture brings together Bavaria-based Quantum Systems and Ukrainian firm Frontline Robotics, with production set to take place in Germany. The companies said the agreement is valued at approximately €100 million ($118 million) and aims to manufacture up to 10,000 drones in 2026 at a new production facility in southern Germany. The project is intended to create Europe’s first fully automated, industrial-scale foreign production line dedicated to supplying drones to Ukraine.

Operating under the name Quantum Frontline Industries, the venture will produce battlefield-tested, multi-role unmanned aerial systems originally developed by Frontline Robotics. Quantum Systems will contribute its industrial infrastructure, manufacturing expertise, and production management, while the Ukrainian company will provide drone designs, operational know-how, and training support.

The announcement was made alongside high-level diplomatic engagements in Berlin, including talks between Ukrainian President Volodymyr Zelensky and US representatives focused on ending the war. The initiative also coincided with a Ukrainian-German business forum and the release of a 10-point German government plan to deepen defense cooperation with Ukraine. The plan emphasizes joint ventures, investment guarantees, and greater integration of Ukraine’s defense industry into the broader European defense sector as part of long-term security guarantees.
