Defense ministers from Germany, France, the UK, Italy, Poland, and Sweden have signed a letter of intent under the European Long-range Strike Approach (ELSA) to develop a low-cost loitering munition with a range exceeding 500 kilometers. The One Way Effector 500+ will carry an approximately 50-kilogram warhead and is designed for deep precision strikes against high-value targets. Production may be distributed among participating countries, and proposals include using 155mm artillery shells to reduce costs. A single operator could deploy multiple units simultaneously.
