EM&E Group and Rheinmetall Expal Munitions have jointly submitted a proposal to the Spanish Ministry of Defence to develop a domestically produced high-mobility rocket launcher system under Spain’s SILAM program. The initiative aims to deliver a fully indigenous Spanish alternative, strengthening national autonomy in rocket artillery capabilities.
The proposal follows the 2023 cancellation of a €697 million ($808 million) contract previously awarded to Elbit Systems, which was halted amid political controversy linked to the Gaza conflict. That program was based on Elbit’s Precise and Universal Launching System, with Spanish firms EM&E and Expal acting as partners before the deal was terminated.
As an alternative, the Spanish-led consortium has presented a phased development approach, beginning with the delivery of prototype and operational launchers, associated ammunition, reconnaissance assets, and command post vehicles. The plan also includes the development and qualification of training rockets and precision-guided munitions, enabling gradual system maturation and reduced program risk.
According to Rheinmetall, the approach supports long-term sustainability and operational suitability, while aligning with Spain’s Industrial and Technological Plan for Security and Defence. Although system details remain undisclosed, the concept is expected to leverage Rheinmetall’s experience with the Global Mobile Artillery Rocket System (GMARS), which combines the HX 8×8 tactical truck with launcher technologies derived from HIMARS and M270, capable of firing MLRS rockets, Precision Strike Missiles, and ATACMS.
