India is seeking unprecedented levels of domestic participation in its proposed Rafale fighter production program by introducing a phased localization strategy that would gradually increase indigenous manufacturing content from 40 percent to 60 percent. The initiative is designed to expand India’s aerospace ecosystem by encouraging technology transfer, local production of major aircraft components, and deeper collaboration between international manufacturers and Indian defense industries. Alongside domestic production, India also plans to modernize its existing Rafale fleet with enhanced digital networking, improved communications, and upgraded mission systems. Together, these measures support the country’s long-term objective of achieving greater defense self-reliance while strengthening indigenous aerospace manufacturing capabilities for future fighter aircraft programs.
