India’s decision to expand private-sector participation in the Advanced Medium Combat Aircraft programme represents a major change in the country’s defence manufacturing approach. Companies such as Tata Advanced Systems Limited, Larsen & Toubro and Bharat Forge are expected to contribute significantly, while the Government of India retains sovereign authority and the Aeronautical Development Agency remains the design authority.
Selected private-sector consortia will work with ADA on AMCA prototypes and manufacturing. Their responsibilities are expected to include prototype construction, production engineering, systems integration, industrialisation and preparation for serial production.
Despite the larger industrial role, core programme authority remains with ADA and the Ministry of Defence. Decisions involving aircraft configuration, stealth shaping, mission systems, flight-control laws, software architecture and certification remain under government direction.
This model separates industrial responsibility from sovereign control of strategic technology. Private companies can contribute manufacturing capacity, investment and engineering expertise, while sensitive aircraft technologies remain protected under government oversight.
The programme also allows selective cooperation with foreign original equipment manufacturers where India requires particular technologies. Potential areas include propulsion, advanced avionics, specialised materials and other technologies needed for a fifth-generation combat aircraft. Such cooperation is expected to operate under technology-transfer agreements and security protocols.
Foreign companies may contribute specific systems or technologies, but they would not receive ownership or design authority over AMCA. Personnel access is also expected to be controlled. International specialists may work on commercial or non-sensitive activities within participating companies, while classified AMCA design, mission software, stealth technology and sensitive systems integration are expected to remain restricted to appropriately cleared Indian citizens.
These restrictions are intended to protect classified technical information, operational concepts, manufacturing processes and future upgrade pathways. Maintaining national control would allow India to modify and improve the aircraft throughout its service life without external approval.
Intellectual property is another important part of the model. Industrial partners may manufacture and integrate major aircraft sections, but core IP covering aircraft design, flight-control algorithms, mission architecture and other indigenous technologies is expected to remain under government ownership.
The resulting public-private model combines private-sector production capacity and technical expertise with government control of strategic technologies. The approach is intended to accelerate AMCA industrialisation while protecting national security interests and preserving long-term sovereign control.
